IRS Taxpayer Advocate Reports Low Income Tax Clinic Program Helped 19.5K People Last Year

The LITC Program is a federal grant program administered by the Taxpayer Advocate Service, led by Acting National Taxpayer Advocate Bridget Roberts. LITCs represent individuals whose incomes are below a certain level and who need to resolve tax problems with the IRS, such as audits, appeals and tax collection disputes. They can represent taxpayers in court as well as within the IRS. They also can provide information about taxpayer rights and responsibilities in different languages for English-as-a-second-language (ESL) taxpayers. LITCs provide services for free or a small fee. They receive IRS grants but work independently to assist and advocate for taxpayers.

The two most common issues worked on by the LITC program were offers in compromise and uncollectable tax debt, both at 22 percent; following this at 16 percent were nonfilers; then earned income tax credit issues, 15 percent; then child tax credit and filing status problems, 11 percent each; followed by Schedule C issues, installment agreements, and wages, all at 10 percent. Finally, refund disputes made up 9 percent of cases. 

Overall, volunteers helped taxpayers secure more than $4.7 million in tax refunds and reduced taxpayers' liabilities by nearly $124 million. They also brought more than 4,261 taxpayers back into payment compliance.
