Director’s Statement on CBO’s Updated 10-Year Baseline Budget Projections

Overall, our baseline budget projections, which reflect the assumption that current laws generally remain in place, have changed little since January, when we released The Budget and Economic Outlook: 2019 to 2029. In our projections, federal debt continues to rise from its already high level because of persistently large budget deficits.

CBO projects a deficit of $896 billion for 2019—$1 billion less than the deficit it projected in January. Federal debt held by the public is projected to grow from 78 percent of gross domestic product in 2019 to 92 percent in 2029.

CBO and JCT project that federal subsidies, taxes, and penalties associated with health insurance coverage for people under age 65 will result in a net subsidy from the federal government of $737 billion in 2019 and $1.3 trillion in 2029.

For Small Business Week: Backup withholding rate now 24 percent, bonuses 22 percent; workers urged to do a Paycheck Checkup
IR-2019-88, May 6, 2019 — The Internal Revenue Service today reminded small businesses that recent tax reform legislation lowered the backup withholding tax rate to 24 percent and the withholding rate that usually applies to bonuses and other supplemental wages to 22 percent. The agency also urged employers to encourage their employees to check their withholding using the IRS Withholding Calculator.

SEC Charges Sapphire Glass Manufacturer and Former CEO With Fraud
Washington D.C., May 3, 2019 —The Securities and Exchange Commission today charged a New Hampshire-based company and its former CEO with misleading investors about the company’s ability to supply “sapphire glass” for Apple’s iPhones. The company, GT Advanced Technologies Inc., also is found to have misclassified more than $300 million in debt to Apple that resulted from its repeated failures to meet performance milestones.
SEC Proposes to Improve Disclosures Relating to Acquisitions and Dispositions of Businesses
Washington D.C., May 3, 2019 —The Securities and Exchange Commission voted to propose rule amendments to improve the information that investors receive regarding the acquisition and disposition of businesses. The proposed amendments are also intended to facilitate more timely access to capital and to reduce complexity and compliance costs of these financial disclosures.

SEC Announces Fraud Charges in Ticket Resale Investment Scam
Washington D.C., April 29, 2019 —The Securities and Exchange Commission today charged a New York City man with continuing a previously charged scheme, stealing millions of dollars from investors who were allegedly falsely promised their funds would be used for the purchase and resale of tickets to Broadway shows and a sporting event.
